The three leading Ukrainian mobile operators – Astelit, MTS-Ukraine and Kyivstar – purchased 3G mobile licenses at the state’s Feb. 23 tender, according to the telecom regulator report. With the starting price for each license at UAH 2.700 bln, Astelit purchased its license for UAH 3.355 bln, MTS-Ukraine paid UAH 2.715 bln and Kyivstar paid UAH 2.700 bln.

In addition to the license payments, each operator will have to pay a UAH 0.53 bln “conversion fee” to Ukraine’s Defense Ministry, which will be divided into three equal tranches, with the first payable this year. As a result of the tenders, the state budget and the Defense Ministry will receive additional proceeds of UAH 9.3 bln in 2015.
