Naftogaz, Gazprom continue gas talks one-on-one

The top managers of the Ukrainian and Russian natural gas monopolies met in Berlin on June 4 to continue their talks on gas issues, which started last month with trilateral negotiations involving the EU side. The parties discussed the possible parameters of the “package deal” (on Ukraine’s gas price and the schedule of Ukraine’s debt repayment for imported gas) and Naftogaz’s offer to amend a bilateral contract for gas supply to Ukraine, Naftogaz’s press-service reported on June 4. Naftogaz said it’s waiting for Russia’s response. Gazprom was more general in its description of the meeting as its press-service referred to a “discussion of a wide range of issues of bilateral cooperation in the gas area.”



The only visible compromise was that Gazprom agreed to postpone the deadline for Ukraine to pay all its debt for gas (and avoid switching to prepayment) from June 9, which is a holiday in Ukraine, to June 10.



Alexander Paraschiy: The EU and Russia are highly interested in Ukraine paying for gas and that no interruptions happen in the gas supply from Russia to the EU through Ukraine.Therefore, the EU’s withdrawal from the talks is discouraging for Ukraine because the EU clearly has more bargaining power with Russia compared to Ukraine. The involvement of the EU energy commissioner in the discussions added more surety that Ukraine would receive a solid price for Russian gas. In the current form of the meetings, we see more risks that the sides will fail to agree by June 10.
